				<description><![CDATA[<p style="text-align: justify;">Met in New Delhi, the Environment Ministers of the four major emerging countries, India, China, Brazil and South Africa called on rich countries to pay $ 10 billion solemnly promised in Copenhagen to help poor countries fight against the effects of global warming.</p>
<p style="text-align: justify;">If developed countries keep their commitments, these four emerging countries say they would submit their projects to fight for the climate change problem this week at the UN. China has pledged to reduce its carbon intensity by 40 % to 45 % by 2020 compared to 2005. India has set its goal at 20 % to 25 % by 2020.</p>
<p style="text-align: justify;"><em>&quot;The proof of their commitment lies in those 10 billion promised, else we will assume that developed countries are not serious about the climate,&quot;</em> said Jairam Ramesh, Minister of Environment of India. <em>&quot;We have sent the world a very strong symbol for our intentions,&quot; </em>he added.</p>

				<description><![CDATA[<p style="text-align: justify;">Friday, January 22, the Secretary General of UN, Ban Ki-moon has called on member states to contribute more to the appeal for 575 million dollars launched to help Haiti. This call is made to cover the needs of 3 million Haitians for six months.</p>
<p style="text-align: justify;"><em>&quot;I am proud of the United Nations&rsquo; response. Rarely face to such a disaster the international community has acted with such solidarity and so quickly, &quot;</em> he declared.<em> &quot;However, despite all our efforts, too many people have not received the assistance they urgently needed. Immediate priorities continue to be medical assistance, water, sanitation, food and shelter, and fuel and transport equipment to support the relief operation, &quot;</em>said Ban Ki-moon .</p>

				<description><![CDATA[<p style="text-align: justify;">&nbsp;At a few days before the long awaited conference in Copenhagen, Rajendra Pachauri, Chairman of the IPCC (Intergovernmental Panel on Climate Change) has announced that he supports the objective of a concentration of 350 ppm ( parts per million) of CO2 in the atmosphere.&nbsp;</p>
<p style="text-align: justify;">Until now, there is no significant progress on climate, but the deadline is fast approaching. The conference must give the conclusion of a global agreement on climate. <em>&ldquo;I am really convinced, when I look at what is happening and what will probably happen, that we should be extremely ambitious and determined to get closer to the set target of 350 ppm,&rdquo;</em> announces the Indian economist and Peace Nobel Prize winner in 2007.&nbsp;</p>
<p style="text-align: justify;">The last IPCC report shows that in order not to exceed the 2&deg;C limit in temperature, it will be necessary to maintain CO2 concentrations in the atmosphere below 450 ppm. For the moment, the global concentration is between 385 and 390 ppm. CO2 emissions are increasing ! The target of 350 ppm will eventually help in keeping global warming at the rate of 1.5&deg;C.&nbsp;</p>]]></description>

				<description><![CDATA[<p style="">Yesterday, 12 August, was the International Youth Day, whose credo was: &ldquo;Sustainable development: Our Challenge, Our Future&rdquo;. An opportunity for the UN Secretary General, Ban Ki-moon, to make an appeal to the worldwide governments to support the youth population in their development and thus facilitate their access to education, health care, employment and social life.</p>
<p style="">The reason for this appeal: the youth, who in 2007 represented 25% of the global population in working age, represents now 40% of the unemployed. In addition <em>&ldquo;global economic recession means that short-term youth unemployment will continue to rise. Unemployment rates reveal only one aspect of the problem, especially for the vast majority of young people living in developing countries. For them, having unstable and poorly paid informal jobs, is usual and not exceptional&quot; </em>declared Mr. Ban, worried by the global situation.</p>
<p style="">He also took the opportunity to recall the adverse effects of climate change, which he considers to be an <em>&quot;ecological debt&quot;</em> left to future generations. However, he welcomed the youth for their implication to the problem: <em>&quot;The youngsters have shown that they can be key partners in sustainable development.&quot; </em><br />

				<description><![CDATA[<p>On June 26th, the american House of Representatives approved the bill to the fight against global warming. According to a federal study released Tuesday 4 August, the law on climate change will have a relatively low cost impact for families.</p>
<p>The Energy Information Agency on Energy (EIA) estimates that the energy bill of a family will increase by $ 83 by 2030, an average of 23 cents per day. <em>&quot;The plan for the climate will increase the price of energy, but the effects on electricity bills and natural gas for the consumers will be largely compensated until 2025 through the allocation of subsidies to electricity distribution companies and natural gas &quot;,&nbsp;precises the EIA.</em><br />
The federal study shows that the price of energy for wholesalers and those applied to consumers should increase in the first four years. They will then be stabilized for a decade, to increase again for five more years. <br />
Democratic Representatives Henry Waxman and Edward Markey, co-sponsoring the bill on climate, consider that <em>&quot;it is both affordable and effective.&quot; </em>According to them <em>&quot; the clean energy of America will increase significantly, and the green jobs will not be delocalised in the transition.&quot; <br />

				<description><![CDATA[<p style="&quot;text-align:">Last week, the G8 agreed to reduce global greenhouse gas emissions by 50% (and by 80% for industrialized countries) by 2050. However, some believe these objectives are still insufficient. The Intergovernmental Panel on Climate Change (IPCC) has openly criticized the G8 leaders for not taking into account the warnings issued by their scientists about climate change when they made their decision.</p>
<p style="&quot;text-align:"><em>&ldquo;On the one hand, G8 countries agreed to reduce greenhouse gas emissions by 80% by 2050 for industrialized countries so that global temperatures do not exceed an increase of 35.6&deg; F,&rdquo; </em>declared Rajendra Pachauri, the current chair of the IPCC. <em>&ldquo;But on the other hand, they did not take into account the IPCC forecasts that in order to do so, we must ensure that emissions begin to decline by 2015.&rdquo; </em>IPCC experts also blame the G8 leaders for failing to set short-term goals for the near future.</p>

				<description><![CDATA[<p style="">U.S. Secretary of State Hillary Clinton was in New Delhi, India on Sunday July 19th to discuss the fight against global warming, an issue on which both industrialized and developing countries are having trouble finding common ground.</p>
<p style="">The Indian government refuses to impose a reduction in carbon emissions. However, Clinton declared she is <em>&ldquo;very confident that India and the United States will develop a project that will dramatically alter how we produce, consume and preserve energy.&rdquo;</em></p>
<p style="">A few days ago, the G8 pledged to reduce global greenhouse gas emissions by 50% by 2050, and those of industrialized nations by 80% with respect to recorded 1990 levels. However, a med-term commitment has yet to be made. The United States hopes to reach an agreement at the Copenhagen climate summit in December. India, while the third largest polluter in the world, fears that the fight against global warming will be harmful for its growth.</p>
<p style=""><em>&ldquo;There is simply no reason that we should be under pressure to reduce our emissions when we have the lowest per capita emissions,&rdquo; </em>declared the Indian Environment Minister Jairam Ramesh. Nonetheless, Clinton declared that the United States <em>&ldquo;does not and will not to anything to hinder economic development in India.&rdquo;</em></p>]]></description>
